Eva Sandberg
Senior Scientific Officer

Eva Sandberg is the International Relations Coordinator at the European Chemicals Agency’s Directorate of Cooperation. She joined the agency in October 2008 and has since then been responsible for International relations and contacts with countries outside the EU.
After she served as a Toxicologist/Senior toxicologist, at the Swedish National Food Administration for many years, she joined the Ministry of Environment, Sweden in 1996 dealing with different issues related to chemicals management. She was seconded from the Ministry of Environment as a National Expert to DG Environment of the European Commission, 2002-2006 where she was part of the REACH drafting team. After having returned from Brussels and before joining ECHA, she was a Senior Adviser in International Affairs at the Swedish Chemicals Agency.
During all her career Eva Sandberg has been engaged in international cooperation. After joining the Ministry of Environment her work also had a focus on the European Chemicals legislation and she was from the very start involved in the discussions on the amendment of the EU chemicals legislation leading to the REACH Regulation. She was also involved in the elaboration of SAICM from the onset both as a Swedish representative and during her time at the European Commission. During the last two years before joining ECHA she was the Swedish focal point for SAICM and also worked with development cooperation in the field of chemicals management.
Since she joined ECHA, Eva has participated in many conferences, workshops and seminars around the globe presenting the EU REACH and the CLP legislations. She also works with countries that are on their way to join the European Union, such as Croatia and their neighbouring countries.

David M. Reif

David M. Reif is a Statistician with the National Center for Computational Toxicology (NCCT - http://epa.gov/ncct), where his research focuses on the statistical/bioinformatical aspects of EPA research efforts, including the ToxCast project. He leads the ToxPi project for integrated profiling and prioritization of environmental chemicals and works on a variety of projects with both EPA and external collaborators. He also holds an adjunct professorship at North Carolina State University, where he teaches courses on statistical programming and data analytics. Dr. Reif is a winner of the Presidential Early Career Award for Scientists and Engineers. He earned his B.S. (Biology) from the College of William & Mary, where he was a Monroe Scholar. He earned both his M.S. (Statistics) and Ph.D. (Human Genetics) from Vanderbilt University.

Michele R. Sullivan, Ph.D.

Michele R. Sullivan, Ph.D. is a recognized expert in domestic and international hazard communication, an author of MSDS and GHS Guidance Manuals and frequent lecturer on Hazard Communication. As a MSDS and GHS expert, Dr. Sullivan testified at the US Senate Employment, Safety and Training Subcommittee hearing on “Hazard Communication in the Workplace”. Her experience in the field of Hazard Communication is extensive.

Dr. Sullivan has been involved with GHS activities for almost 20 years. She has been aconsultant to industry, APEC, international organizations, overseas governments and USA government agencies on the GHS. She prepared GHS situational analyses for USA regulations and developed GHS training for USA and Asia-Pacific countries. She was an industry member of

l USA delegation to the Earth Summit organizing conferences,

l IOMC Coordinating Group on the Harmonization of Chemical Classification Systems,

l OECD Task Force on the Harmonization of Classification and Labeling, and

l ILO Working Group for the Harmonization of Chemical Hazard Communication.

She is included on the UNITAR GHS Expert Roster. She participated on the NACOSH Hazard Communication Work Group, an advisory group to OSHA on Hazard Communication. In the transportation area her experience includes: participation at the United Nations Committee of Experts on the Transport of Dangerous Goods and a rapporteur for the Ottawa meeting on the Harmonization of Physical Hazards. Dr. Sullivan participated in development and training for the American National Standards Institute (ANSI) MSDS and Labeling standards. She has held leadership roles, as Chairman of the Board of Directors, President and board member, in the Society for Chemical Hazard Communication (SCHC), a professional organization that promotes effective communication of chemical hazards. Michele is the course director and instructor for HazCom 101 and the GHS courses/webinars.

Leo has more than 25 years of professional experience in various functions in the chemical, pharmaceutical and food industry in several countries. His last assignment before joining Cefic in 2005 was Site Manager of a food production facility.

As Manager REACH Implementation his main responsibility is the coordination of REACH activities. Within the Cefic REACH cluster there are different working groups and task forces dealing with specific issues of REACH and the translation of legislation and guidance’s into practical tools and advice for industry. He participates in many of the Cefic REACH working groups and contributed also to several REACH Implementation Projects.

Koji NISHIMIYA is a Professional Director in the Operational group and Starategic Business Development group of Overseas Environmental Cooperation Centre, Japan.

He was responsible for capacity development of senior geo-chemists and laboratory staff at Geological Survey Department, Ministry of Forestry and Natural Resources in Japan Overseas Cooperation. Through presenting occasional lectures and on the job training with using analytical equipment and lab ware, providing occasional technical advice and short report to senior geologists in the view of chemical analysis. It was achieved that the senior goo-chemists capacity in working with geo-chemical samples, producing high accurate geo-chemical analytical results ware dramatically improved through the cooperation.

Koji's research has concerned on the issues of environment and sustainable development in econimically sfhifting countries. During 1998 to 2000, he was responsible for groundwater survey and groundwater development in African and Asian countries.

He is interested in policy dynamics and governance to realize a sound material cycle society from the view point of chemicals management.

He investigates potential functions of a network for strategic response to international chemicals management in which all stakeholders of Japanese chemicals supply chain exchange useful information and communicate actively. Furthermore he aims to find fundamental risk management practices to optimize a relationship between risks and benefits from the LCA point of view.

He is also responsible for the operation of the CTI Research and Development Centre focusing on issues on standards and compliance.Mr Qian's rich experience in the field of hazardous substances management leading CTI success in maintaining a considerable market share of RoHS business in China. He is now leading a team of experts to provide assistance for a number of industries in complying with various regulatory requirements. Mr. Yang Yanxiang has professional experience in Petroleum & Chemical industry in China. His recently assignment is coordination of REACH activities in China National Petroleum Corporation (CNPC). With the main responsibilities in the REACH project including consulting, evaluation, and regulatory, Mr.Yang contributes a lot to the regulatory compliance activities in Petroleum & Chemical industry in China, and he has professional experience in the management of supply chain in China as well.

Dr. Li-jie Fu is the General Manager of China Business for Shin Nippon Biomedical Laboratories, Ltd. (SNBL). Prior to joining SNBL, Dr. Fu served as Executive Vice President Medicilon/MPI Pre-Clinical Research, Vice President of Operations at WuXi PharmaTech and Head of the SuZhou PharmaTech Operations, which are CROs that provide testing services for discovery and regulatory GLP compliance.

Dr. Fu has been active in the field of toxicology for more than thirty (30) years, accumulated a wealth of experience in the setup and operations of a CRO, and possesses a sound knowledge of GLP regulations and practices. Prior to joining WuXi PharmaTech, Dr. Fu was a Vice President of Global Integration of Bridge Pharmaceuticals, a US based CRO with operations in China. Before Bridge Pharmaceuticals, Dr. Fu was President and CEO of Next Century Incorporated, a fully compliant GLP laboratory he founded in 1994. Dr. Fu received his GLP and animal welfare training and experience in the late 1980’s at the DuPont Company’s Industrial Toxicology Laboratory (Haskell Laboratories) where he was a Visiting Scientist and Study Director. Since then, he has not only remained up-to-date in Toxicology and on the GLP regulations, but also has trained his employees on toxicology tests and about GLP-compliance; from this, he has gathered invaluable experience on how to set up and operate a fully GLP-compliant CRO. Under his direction and management (as IO), the Nanjing operation of Next Century became the first lab to receive AAALAC full accreditation in China, and the only lab to pass a US GLP compliance inspection. In 2006, the Lab conducted more than thirty (30) studies in five (5) species, which were fully compliant with US FDA, EPA and OECD GLP regulations. In addition, Dr. Fu has given presentations on Toxicology, GLPs and animal welfare to the scientific community in China since as early as 1996. He was hired by WHO as an expert to train regulators and professionals in China on Chemical Safety Evaluation and GLP Regulations, appointed by AAALAC International as an ad hoc specialist in 2006, and by the China Ministry of Environment Protection (MEP) and Ministry of Agriculture (MA) as Scientific Advisor for Chemical/Pesticides Evaluation/Registration (2010-2013). Dr. Fu has also provided advice to several Chinese National Centers on US GLP and AAALAC accreditation, and in the process has learned the setup and practices of Chinese GLP

Dr. Fu is a former President and member of the Board of Directors of the American Chinese Society of Toxicology (ACST), is currently Vice President of the Chinese Society of Toxicology (CST, 2009-2013) in charge of International Affairs, Vice-Chair and Secretary General of CST Certification Committee for Toxicologist (2009-2011) and a life-member of SAPA. Dr. Fu has published four (4) books in Chinese where he was First Author/Chief Editor; authored over seventy (70) articles and book chapters in Chinese and English. He is the only member on the Advisory Board of the Chinese Journal of Pharmacology & Toxicology (Official Journal of Chinese Pharmacology Society and Chinese Society of Toxicology) in the United States, and serves as a reviewer of numerous peer-review scientific journals.

Her practices are mainly focused on risk assessment of chemicals, which include chemical safety assessment (EU/REACH), risk assessment of new chemical substance (China/Measure on the Environmental Management of New Chemical Substances), risk assessment of Cosmetic Raw Materials (China), etc.
