International Chemical Regulation REACH Workshop,2011

Overview of Subjects on Workshop 2011

The 3rd International Chemical Regulation REACH Workshop 2011 has been successfully held in Hangzhou, China on 29-30 November. Chaired by REACH24H and the China Petroleum and Chemical Industry Federation (CPCIF), the workshop demonstrates over 200 delegates a panoramic view about the new/existing chemicals legislation and GHS-related implementing progress over the world’s three economic entities, the European Union, the North America and East Asia. New thoughts and frontier research on chemical regulation strategy and industry compliance have met here with the chemical regulation institution of domestic China.

Subjects at the two-day workshop cover the 2013 update and 2010 summary on EU REACH and CLP, Global Product Strategy for the chemical industry, the implementation status for GHS in North America, Korea’s REACH-style legislation, Japanese CSCL enforcement, current challenges in case studies of China new chemicals notification, the upcoming China GHS and hazardous chemicals legislation. In addition, latest theories and non-test alternative practices are introduced on the meeting to address chemicals screening/prioritizing and toxicology management.

Experts and researchers from global influential third-parties have made for the first time a cross-continent dialogue with officials from competent authorities of regulation implementation. Manufacturers and distributors from EU, US, Japan, Korea, India, Singapore, Hong Kong and domestic China showed great interests in global REACH-style obligations and various TBT standards and systems of market access as well as the supply chain regulatory compliance solutions.

New chemical notification/registration requirements over three Asian countries (China, Japan and Korea), Asian-EU risk assessment approaches and the EU-US GHS hazard categorization aroused extensive concerns of the company attendees during the group discussion sessions. Some world-top manufacturers questioned very specific testing requirements and laboratory resources under China REACH and Korean REACH proposal. Correspondingly, Chinese exporters attach great importance to data sharing of REACH consortia and SIEF communication. A group of EU and US targeted suppliers give top priority to the nation specific GHS-based labeling and transport packaging standards as well as (M)SDS compilation rules.

REACH24H will give a more detailed combing report on each subject unit including specific questions and answers in the following days. Sincere thanks are given to all the attendees of this workshop for all the support and involvement, for each new perspective and enlightening query.
